Hire a developer when the design already exists (usually in Figma) and you need it built properly, when a site needs a CMS that will still make sense in two years, or when a migration or integration is involved. Hire a designer when the problem is the design. Most small projects need both skills in one person; most serious ones need them split. Short version: a single marketing site with a finished design is freelancer territory. A rebrand, a migration off WordPress, or a site with a real content operation behind it is agency territory. In-house only pays off once Webflow changes are a daily job, which is rarer than founders expect. What a Webflow developer actually does

The job title is loose. On Upwork it covers everyone from a template customizer to someone who writes custom JavaScript against the Webflow API. When we say Webflow developer, we mean someone who can do most of the following without help:

  • CMS architecture. Designing collections, reference fields, and multi-reference relationships so content editors never touch the Designer. This is the skill that separates a builder from a page assembler, and it is the one most often missing.
  • Class system and responsiveness. A naming convention (Client-First or a house system), reusable components, and layouts that hold on every breakpoint without a hundred one-off classes.
  • Interactions and animation. Native Webflow interactions where they are enough, GSAP or Lottie where they are not, and the judgement to know which is which.
  • Custom code. Embeds, third-party scripts, form handling, CRM connections, and small JavaScript utilities. A good developer keeps this minimal and documented.

  • Migrations. Moving content from WordPress, Wix, or a custom stack: CSV mapping, URL redirects, and image handling.

Developer vs designer vs "Webflow expert"

A Webflow designer works in Figma and, sometimes, directly in the Designer. Their output is layout, typography, and visual identity. A Webflow developer takes that output and makes it a working, editable, fast site. "Webflow expert" is a marketing term rather than a role; treat it as a claim to verify, not a credential. What a Webflow developer is not

Not a backend engineer. If your project needs user accounts beyond Webflow's memberships, complex pricing logic, or a custom database, you need a general web developer alongside or instead. Webflow developer rates: India vs global, hourly vs project

Public rate data for Webflow work is thin. Webflow's own hire page says partners "work within a wide range of budgets" and publishes no numbers. Toptal's Webflow page gives only the shape of the market: a Webflow site design "can range from a few hundred dollars to several thousand dollars, based on complexity," and cites Glassdoor's reported average total annual pay of $82,000 for Webflow designers in the US as of November 2024 (source). For salaried roles, a Hilvec breakdown puts senior Webflow developers at €4,800 to €6,500 per month in Western Europe and above $125,000 a year in the US (source).

Three things the table cannot tell you. First, hourly rates only matter if you can estimate hours, and most clients cannot. For a fixed-scope site, insist on a fixed quote with a written page count, CMS collection count, and revision rounds. Second, the cheapest Indian quotes are usually template customizations sold as custom builds; the vetting section shows how to spot that. Third, the rate gap between India and the West is real but narrower at the top end than most buyers assume. How to vet a Webflow developer, and when to hire an agency instead

Portfolios lie by omission. Vet like this.

Portfolio checks that take ten minutes

  • Open three live sites and resize the browser. Layout breaks between 991px and 767px are the signature of someone who designs on desktop and hopes.
  • Run one site through PageSpeed Insights. A Webflow site with a mobile performance score in the 40s is usually an interactions problem, and it will be your problem next.
  • Ask who designed it. If every portfolio piece was designed by someone else, you are hiring a developer, which may be exactly right. Just do not pay designer rates.
  • Look for a CMS-driven page. A blog, a case study index, a team page. Click into two items. If the layouts are identical, the CMS is doing its job. If they differ, the pages were hand-built and the client cannot add a third.
  • Check the read-only Designer link if they offer one. Class names like "Div Block 47" and "Heading 12" mean the next developer will rebuild from scratch.

What the Certified Partner badge actually proves

Webflow lists over 1,200 Certified Partners in its Experts directory, and states they have been "thoroughly vetted and qualified by the Webflow team." The hire page adds the requirements: at least three sites built in Webflow and passing Webflow's certification exams. That is a meaningful floor. It is not a ceiling. The exams test Webflow knowledge, not design taste, communication, or whether the person will still answer email in month four. Use the badge to shortlist, not to decide. Six questions to ask on the first call

  1. "Walk me through the CMS structure you would propose for our content." A good answer names collections and reference fields. A weak answer says "we will figure it out during the build."
  2. "Which class naming system do you use, and why?" Any consistent answer is fine. No answer is not.
  3. "How do you handle redirects on a migration?" Listen for a URL map and a 301 list before launch, not after.
  4. "What do you build with native interactions versus GSAP?" You want a rule, not a preference.
  5. "What is included in your SEO setup, and what is extra?" Meta fields, Open Graph, sitemap, and schema should be default.
  6. "Who owns the Webflow workspace and site after launch?" The answer must be you. Always.

Red flags that end the conversation

  • They want to host the site in their own workspace and bill you for it. You lose the site if the relationship ends.
  • A fixed quote with no page count or collection count attached. Scope creep is guaranteed, and the argument about who pays for it is guaranteed too.
  • "We can do it in three days." For a template customization, possibly. For a custom site with CMS, no.
  • Every portfolio site uses the same layout with different colours. That is one template sold many times.
  • They will not show a read-only link or explain their class system. Usually because there is nothing to show.

When a freelancer is the wrong hire

We run an agency, so treat this with the appropriate suspicion, but the honest rule is simple. A single freelancer is the right call for one site, one deadline, and a design that already exists. A freelancer becomes the wrong call when the project needs design and development in parallel, when a migration involves more than a few hundred URLs, when the site is the business (SaaS marketing, e-commerce, a content operation with editors), or when you need someone answerable on a Tuesday in month eight. One more honest scenario: if your budget is closer to a freelancer's project rate than an agency's minimum and the design is done, do not hire an agency. Hire a vetted freelancer, use the checklist above, and keep the workspace in your name.
